The Kosovo Assembly will continue its constitutive session today, starting at 10:30 a.m. This marks the 24th attempt to constitute the ninth legislature to emerge from the February 9 elections.

Even last session, on Thursday, MPs refused for the fifteenth time in a row to form a committee to oversee a secret ballot for the speaker of parliament.

This form of voting was proposed by the chair of the session, Avni Dehari, on May 1 after Vetëvendosje’s nominee, Albulena Haxhiu, repeatedly failed to receive the necessary votes to become parliament speaker.

This form of voting was sent to the Constitutional Court of Kosovo by parties that were in opposition in the previous legislature.

Meanwhile, the winning party is using this form of voting to say that they are stuck on a procedural issue and not on the lack of a parliamentary majority to elect the speaker.

So far, MPs have only passed two items on the agenda of the constitutive session: the report of the Temporary Committee for the Verification of Mandates and the oath of MPs.

But, the process has stalled at the third point – the election of the speaker of parliament.

There are reactions and calls to break the deadlock at home and abroad regarding the failure to establish institutions.

Civil society organizations have warned of the consequences that Kosovo will face due to the lack of institutions. One of the most significant consequences that these organizations listed was the inability to ratify the agreement with the European Union for funds.

The European Union has also called on Kosovo to establish institutions and start working to benefit from the Growth Plan that the bloc has drafted for countries in the region – some of which have already started receiving the money.

During her visit to Kosovo, EU Representative Kaja Kallas urged political party leaders to put aside their divisions and prioritize Kosovo’s future.

“The formation of the new Assembly and the new Government is essential for the stability and growth of Kosovo, as well as for Kosovo’s European future,” said Kallas. /Express/
