  1. My guess is that dale and Rick told the government that they were not allowed to, because they don’t want anything that creates downward pressure on housing prices.

  2. The article said that the Wesley couldn’t raise enough capital to meet the federal funding requirements.

    It’s damn expensive to retrofit an old building to meet today’s National Construction Code so it’s not surprising this deal fell through without more cash being sunk into the project which the Wesley doesn’t have apparently.
