The latest attempt to constitute the ninth legislature of the Kosovo Assembly has failed once more, marking the 44th unsuccessful plenary session. Lawmakers convened on 9 July in another effort to elect the Speaker of the Assembly but remained divided and unable to reach an agreement.

The process has stalled over the nomination of Albulena Haxhiu as Speaker. The Vetëvendosje Movement, together with its coalition partners Guxo and Alternativa, has so far failed to secure the required 61 votes. Moreover, their request for a secret ballot is being opposed by other parliamentary parties, further deepening the institutional deadlock.

President Vjosa Osmani has held multiple meetings with political leaders, both joint and individual, in an attempt to find a resolution. However, no compromise has been reached to pave the way for the formation of new institutions.

This gridlock continues despite a ruling by the Constitutional Court, which instructed MPs to complete the constitution of the Assembly by the final deadline of 26 July.
