CANTON— The village board has taken the lead on an environmental review that will bring the Midtown Plaza project one step closer to development. 

An assessment under the New York State Environmental Quality Review Act (SEQR) is one of the steps required to allow development of the project, which will demolish the former Jubilee plaza on Miner Street and redevelop the site with a mixed-use multi-story complex. 

The village board resolved to take the lead on the SEQR at their regular monthly board meeting July 16. 

Canton Mayor Michael Dalton said “things are starting to move” with the project, adding that he is “very excited about how things are going.”

The SEQR requires assessment of the environmental significance of the actions planned for the Midtown project. 

The plaza was purchased in 2023 by the village of Canton, which issued a request for proposals that was awarded to the Vecino Group, which will eventually own and manage the building to be developed on the site.

Past discussions of the project have indicated that the complex will include commercial, residential, and retail spaces, and will include an entrepreneurship center operated by SUNY Canton.

The residential space is expected to be a mix of market rate and affordable housing one and two-bedroom apartments, operated by the developer. The housing will not be operated by the Canton Housing Authority.

The Vecino Group has also requested that the St. Lawrence County Industrial Development Agency grant a Payment in Lieu of Taxes agreement for the project, which would require the cooperation of various stakeholders including the town and village of Canton and Canton Central School District.
