Registration of voters outside Kosovo for postal voting in local elections begins on Wednesday

On Wednesday, July 23, the Central Election Commission will open the deadline for the registration of voters outside Kosovo for voting by mail in the local elections for mayors and municipal assemblies, which will be held on October 12, 2025.

According to the deadline set by the CEC, the period for registering voters outside Kosovo will last 38 days, until August 29, 2025.

CEC spokesperson Valmir Elezi, in an interview with EkonomiaOnline, explained how the voter registration process outside Kosovo will be carried out.

“During the 38-day registration period, all Kosovo citizens living abroad may apply to register as voters outside Kosovo. Each application for registration must be individual and can be made in one of two ways: (1) through the CEC’s electronic platform or (2) by mail, by sending the application to the CEC’s mailbox in Kosovo. Starting from July 23, in fulfillment of the legal obligation, the CEC will activate the electronic platform, through which voters outside Kosovo can register to vote,” explained Elezi.

According to him, unlike the parliamentary elections held in February, when voting was enabled in diplomatic missions of the Republic of Kosovo, voting in embassies and consulates will not be organized in the local elections, as this is not allowed by the Law on General Elections.

“In local elections, according to the Law on General Elections, voters outside Kosovo can only vote by mail. This law clearly specifies that voting in diplomatic missions does not apply to these types of elections. So, there will only be voting by mail and for this the CEC will open mailboxes in different countries, where packages with ballots can be sent,” explained Elezi.

According to the deadlines set by the CEC, the voting period outside Kosovo will begin on September 17 and end on October 11, 2025. This period will be valid for voting only for citizens who will register as voters outside Kosovo during the 38-day registration period. /EO/
