Ukraine Ratifies Transport Visa-Free Protocol with North Macedonia

The Cabinet of Ministers of Ukraine has approved a draft law concerning the ratification of the protocol to the agreement with the Republic of North Macedonia, which strengthens the “transport visa-free” mechanism. This was reported by Taras Melnychuk, the government’s permanent representative to the Verkhovna Rada, on his Telegram channel.

This document provides for amendments to the agreement between Ukraine and North Macedonia regulating international road transport of passengers and goods. In particular, the changes relate to Articles 6 and 14, which define the possibility of carrying out road transport in bilateral and transit traffic without the need to obtain permits.

The responsibility for implementing the agreement on behalf of Ukraine is assigned to the Ministry for Communities and Territories Development.

On February 12, 2025, Ukraine and North Macedonia signed a protocol concerning international road transport, which will ensure the stable operation of the permit-free system for freight and passenger transport.

In June 2023, both countries decided to liberalize freight transport, launching the so-called “transport visa-free” regime. This led to an increase in Ukrainian exports to North Macedonia by nearly 30% in 2024.

Currently, Ukrainian carriers have the opportunity to perform permit-free freight transport with 35 countries worldwide.
