Although Level 4 self-driving means vehicles can drive along pre-mapped routes, these are suddenly much less "mapped" if covered in snow. Beijing doesn't get huge amounts of snow, typically 11 days a year, and it's not usually heavy. But that is more than any robo-taxi has had to deal with before, in places like Shanghai or San Francisco.
