CEC: Number of voters outside Kosovo exceeded for 2021 Local Elections

On Monday morning, voting service officials began the final week of reviewing applications from citizens living outside of Kosovo to register to vote by mail in the October 12 Local Elections.
Since July 23, seven days a week, from 8 a.m. to midnight, voting service officials have reviewed thousands of applications submitted on the CEC’s electronic platform.
During these 33 days, over 21 thousand citizens of Kosovo have registered to vote by mail.
This was announced to Ekonomia Online by the CEC spokesperson, Valmir Elezi.
“For more than a month, seven days a week, dozens of voting service officials have reviewed applications for voter registration outside Kosovo and within a short time have responded to each applicant. From July 23, when the registration process began, and until August 24, 26,480 applications for registration for voting by mail were received through the electronic platform https://diaspora.kqz-ks.org, of which 21,291 were approved, while 5,186 were rejected. The deadline for registration will close this Friday, August 29,” said Elezi.
According to the CEC, in most rejected cases, the applicants did not submit one of the documents proving their address outside Kosovo. Also, according to the CEC, each applicant was notified of the reasons for the rejection of the application and the possibility of re-applying, by fulfilling the stipulated conditions.
According to comparative data from the CEC, the number of registered voters is much lower than in the elections for the Kosovo Assembly on February 9, 2025, when around 105 thousand were registered. However, compared to the local elections on October 12, 2021, the registration process this year is higher.
“The number of Kosovo citizens registered to vote from abroad is lower than in the Kosovo Assembly Elections of February 9, 2025. However, according to data so far, the number of voters registered in the 2021 Local Elections, which was over 15,500, has been exceeded,” said Elezi.
According to the CEC, only Kosovo citizens who will register to vote outside Kosovo will be able to vote by mail in the period that will begin on September 17 and end on October 11, 2025.
