    The Civil Services and Government Development Bureau, in cooperation with the Qatar Leadership Center and the US Duke Foundation, organised an educational trip to Estonia as part of the Qiyadat (Leadership) programme for assistant undersecretaries in government agencies.

    The trip aimed to enhance their leadership skills in the field of digital governance and exchange expertise between the two countries.

    In a statement, the Bureau said that the programme’s activities lasted for five days and included an opening session with an introductory presentation on the trip’s objectives, followed by interactive presentations and strategic discussions that highlighted the Estonian experience in building a digital state, in cooperation with the e-Estonia Center.

    Participants also learned about models of citizen-centric government platforms and mechanisms for improving the user experience, in addition to discussions on the integration of government services, building comprehensive digital strategies, and practical applications of digital governance.

    The Bureau highlighted that the programme aims to enhance the exchange of expertise and knowledge in the field of digital government leadership, contributing to supporting the sustainable development process of Qatar National Vision 2030 by focusing on the four digital dimensions of economic development, human development, social development, and environmental development.

    The programme also included field visits to a number of centres and institutions in Tallinn, including the Kumu Art Museum, the Fotografiska Museum, the Center of Registers and Information Systems, the Ulemiste City Center, the Joint Building of Ministries, and the Kultuurikatel Cultural Center.

    Participants learned about pioneering experiences in the fields of digital leadership, cybersecurity, smart urban planning, digital healthcare systems, and collaboration with startups. They also discussed the role of artificial intelligence in government institutions and accelerating the adoption of smart solutions.
