The Kosovo Prosecutorial Council makes several important decisions

The Kosovo Prosecutorial Council (KPK), under the leadership of Chairman Ardian Hajdaraj, held its next meeting in which a series of important decisions were adopted for the functioning and further development of the prosecutorial system in the country.

At this meeting, the minutes of the 270th and 271st meetings of the Council were approved, while emphasis was also placed on the approval of the Administrative Instruction for setting the guiding norm for state prosecutors, which enters into force immediately.

The announcement states that among other important decisions, the KPK approved:

The Regulation on the Election of Prosecutorial Members of the Prosecutorial Council, with two amendments;

Report on the advancement of several prosecutors in the Appellate Prosecution Office, where Sebahate Hoxhaj – Pepaj, Dëshirë Jusaj and Kujtim Munishi were promoted, starting from September 15, 2025;

Report on promotions in the Basic Prosecution Office in Gjakova, where prosecutors Shqiponjë Jupa and Qazim Kuçi were promoted, starting from June 8, 2025;

Request for advancement to the Juvenile Department of the Basic Prosecution Office in Prizren and announcement of the vacancy for this position from September 8, 2025.

The Council appointed prosecutor Qazim Kuçi as a mentor at the Academy of Justice, while Arian Gashi was appointed a member of the Commission for Market Conditions.

Another important decision was the permanent transfer of prosecutor Arben Ismajli to the Serious Crimes Department at the Basic Prosecution Office in Gjilan, starting on September 15, 2025.

In order to strengthen transparency and accountability, the KPC:

Updated the list of prosecutors serving on investigative panels;

Established two investigative panels for disciplinary cases in the Basic Prosecution Office in Prizren and in the Special Prosecution Office;

Rejected a request from the Ombudsman Institution for a disciplinary investigation.

Also, according to the announcement, the Council approved the final report of the Commission for the Evaluation of the Performance of Prosecutors for seven prosecutors with permanent mandate and authorized the amendment of Decision No. 77/2018.

Strategic decisions were also made regarding data storage and facility maintenance:

Chairman Hajdaraj was authorized to sign the inter-institutional agreement with the Judicial Council and the Kosovo Police for data storage;

The Director General of the KPC Secretariat, Mr. Sami Istrefi, was authorized to sign the agreement with the Ministry of Internal Affairs for the transfer of responsibilities for the maintenance of Building C in the Palace of Justice.

In conclusion, the KPC authorized the Committee on Normative Issues to take action to merge the two committees in accordance with the Law on the Prosecutorial Council and to draft the Regulation on the protection of personal data in the prosecutorial system.

The Kosovo Prosecutorial Council remains committed to increasing the efficiency and integrity of the prosecutorial system in the Republic of Kosovo.
