On the second day of the International Conference on Public Administration – “KosovaPAR 2025”, the acting Prime Minister, Albin Kurti, said that Kosovo represents a special case of post-war state-building, which, according to him, has also been evaluated by international organizations as a success story.

He added that Kosovo is a unique case of state-building. Kurti said that his government has aimed to build strong foundations for the future.

“This conference, which, as promised in 2023, has now become an annual conference that brings together eminent participants from Kosovo, the region, the European continent and the whole world. Kosovo is, in fact, a sui generis case, due to the very fact that the post-war institution-building was carried out by a mission led by the United Nations, in cooperation with the EU and the Organization for Security and Cooperation in Europe. During these 25 years, a special state-building process has taken place in Kosovo, unprecedented anywhere else or ever. Recent reports from organizations such as the World Bank, the International Monetary Fund, SIGMA, the GAP organization and others prove that Kosovo is a success story of state-building after a terrible war. Over the past four years, the government that I lead has undertaken profound reforms in all sectors, so that the positive changes are both sustainable in time for the future, but also irreversible, so that they make it impossible to take steps backwards,” Kurti said.

The Ministry of Internal Affairs, for the third year in a row, has organized the international conference “KosovaPAR 2025”, which this year focused on the topic: “Capacity in Public Administration for or through AI?”. 

This topic addresses the impact of artificial intelligence on capacity building in public administration.

The conference aims to raise awareness about the role of Public Administration Reform as a prerequisite for European integration and for improving services to citizens. This year, in an accelerated digital context, the discussions are closely linked to the transformation that artificial intelligence brings to governance and administration.

“KosovaPAR 2025”, which started yesterday and continues today, includes 14 panels, 2 main sessions and a roundtable, with participation from high-level state officials, the diplomatic community, academics, public officials, civil society, as well as representatives from the region and beyond.
