Greece has made significant strides in rapidly integrating artificial intelligence (AI) into critical areas of public life. A new OECD (Organisation for Economic Co-operation and Development) report highlights how the country is leveraging AI to simplify procedures, strengthen transparency, and improve citizen services—with the Greek Ministry of Digital Governance playing a central role.

The report cites 19 concrete examples that demonstrate Greece’s active use of AI across various fields, which range from education and scientific research to data management and tax compliance. These initiatives underscore the nation’s determination to utilize AI as a driver of both social and economic development.

Key initiatives recognized

Among the most notable initiatives is the development of DAEDALUS, a supercomputer expected to become one of the most powerful in Europe. Initially available to public institutions—and later to the private sector—it will bolster Greece’s computational infrastructure and support the creation of advanced AI applications.

AI-powered assistants such as mAigov and mAiGreece are already helping citizens navigate public services, enhancing accessibility and efficiency. Meanwhile, the Independent Authority for Public Revenue (AADE) is deploying AI to combat tax evasion and provide digital advisory support to taxpayers.

The OECD also highlights Greece’s flagship program on Data Governance and AI Strategy Coordination, a national plan designed to ensure ethical, responsible, and effective use of AI across both public and private sectors.

Building skills and responsible AI

Greece’s collaboration with Google to create AI training courses for civil servants is another milestone, complemented by the establishment of a High-Level Advisory Committee on Artificial Intelligence. These efforts aim to foster digital skills and promote an ethical approach to AI adoption.

AI has also been integrated into the National Land Registry, expediting property registration and valuation while increasing transparency. Additionally, the creation of a “Data Space for the Greek Language and Culture” looks to embed linguistic and cultural heritage into AI applications, preserving national identity in the digital era.

Balancing innovation with responsibility

While recognizing the progress, the OECD stresses the need for ongoing vigilance regarding the risks of uncontrolled AI use.

This aligns with remarks by Minister of Digital Governance, Dimitris Papastergiou, who emphasized that “Greece has the opportunity to lead not only in AI development but also in creating a safe and trustworthy framework for its use, for the benefit of all.”
