    Time was when residents of the Northern U.S. didn’t have to think twice about their favorite place to ride out the winter. The answer was warm and sun-drenched Florida.

    In recent years, with the emergence of Portugal as an alternative to the Sunshine State, that response has not been so reflexive. Portugal’s mild temperatures and near-limitless sunshine have turned the country into an appealing alternative for sunbirds. Additional inducements include a lower cost of living, reflected in more affordable necessities from food to prescriptions. Real estate also offers tempting price tags, helping lure sun-lovers intent on booking rentals or investing in property.

    Additional enticements include a varied landscape providing every setting from stunning beaches to mountains and hiking trails; an attractive cultural environment highlighted by arts, festivals and tempting gastronomy; and personable local residents.

    Head to head

    When snowbirds compare the temptations of Portugal with those of Florida, the former comes out surprisingly strong. Compared to the Sunshine State, Portugal delivers reduced hurricane hazards and lower property prices and ownership expenses. It is also a safe country, ranked 7th safest in the world, and 5th safest in Europe, according to the Global Peace Index of 2024.

    Contrasted to the U.S. as a whole, overall expenses including rent are approximately 34% lower in Portugal, and rent expenses alone are about 41% lower.

    On top of these upsides, the country also is a place where English is spoken widely. In the Algarve region, the southernmost in continental Portugal, the English language is heard routinely in popular tourist meccas. Accessible via the Faro International Airport, the Algarve’s sun-washed beaches and appealing culture have won a faithful following among English-speaking residents.

    According to Elliot Barnett, U.S. Market Consultant for Portuguese developer Libertas, a real estate and hospitality company, The Algarve is “easy to navigate, well served by international schools and hospitals and – unlike Florida – retains a strong sense of old-world charm. Importantly, there are now direct flights from several major U.S. cities to Lisbon and the Algarve, cutting travel time to just over six hours in some cases.”

    The country also makes multiple visa options available to U.S. retirees and investors. Requiring a minimum investment of approximately $290,000 in qualifying funds or cultural projects, the Golden Visa provides residency with minimal stay requirements, as well as a route to citizenship after five years. Alternatively, the D7 Visa is designed for retirees and financially independent people with consistent passive incomes of at least $900 monthly, who seek stable residency without substantial upfront cost.

    Similar ethos

    A number of developers are building projects in Portugal aimed at North American buyers and renters. In addition to Libertas, they include Vanguard Properties, offering luxury properties and beachfront resorts; Stone Capital, a boutique Lisbon-based developer involved in the restoration of its home city’s historic neighborhoods; and Emerge, a company focused on sustainable real estate development projects.

    The top U.S. feeder markets for Libertas are Chicago, Los Angeles and Miami. The majority of Libertas’s homes fall within the $575,000 to $1.2 million US range. These properties are finding favor among Americans with annual incomes starting at $150,000 who want to move to Portugal for its quality of life and less pricey residences vis-à-vis American real estate. These tend to be not uber-wealthy North Americans but rather adventurous purchasers who seek to earn incomes on smart real estate investments.

    Among its developments: Albufeira Garden, a four-story private condominium in the Algarve, featuring two-bedroom residences, lush gardens, a swimming pool, co-working and co-living spaces, gym, cinema room and expansive terraces, with prices starting at about $485,000 US.
