In Chisinau, a separate branch of the state-owned enterprise “Document” was opened in collaboration with the State Migration Service of Ukraine and the Ministry of Internal Affairs of Ukraine, intended to serve more than 300 thousand Ukrainians who are temporarily staying in Moldova.
The project was launched to simplify the document issuance processes in the region and to ensure access to passport services for citizens outside of Ukraine.
Services for Ukrainians in Chisinau
- issuance or replacement of an ID card or passport of a citizen of Ukraine for travel abroad (including in case of loss or theft);
- exchange of an ID card or passport due to expiration, changes in personal data, or inability to use;
- exchange of a 1994 passport for an ID card upon request or if the document is unusable.
Mobile complexes are located at: Bulevardul Ștefan cel Mare și Sfînt 8, Chișinău, Moldova. Working hours: Monday–Saturday, from 9:00 to 18:00.
Citizens’ reception is conducted exclusively by appointment through the online queue.
Mobile software-technical complexes – specially equipped white minibuses with the “Passport Service” branding – have begun accepting application forms for document processing in a test mode.

It is also known that the Ministry of Internal Affairs reported possible restrictions on issuing passports to men abroad.
