Romania and the German defense company Rheinmetall have signed an agreement to build a gunpowder factory in the country, a significant step in the development of the defense sector and industrial cooperation in Europe.
According to reports circulating in the media, the agreement provides for the creation of a joint venture that will oversee the construction and operation of the factory in the city of Victoria. The plan is to start implementing the project as early as 2026, with the duration of works estimated at about three years, and the plant is expected to create around 700 jobs.
According to Prime Minister Ilie Bolojan, this is a signal that Romania is gaining the status of a serious partner and has the potential to become a player in Southeast Europe’s defense industry.

The Rheinmetall CEO Armin Papperger stressed that the powder for ammunition to be produced at the plant “is needed around the world, and especially in Europe,” and will make Romania a key player in the continent’s defense ecosystem.
