LAS VEGAS (KSNV) — NV Energy has admitted to overcharging tens of thousands of Nevada customers by $65.5 million between 2017 and 2025, according to comments filed with the Public Utilities Commission of Nevada (PUCN). However, this figure likely underestimates the full scope, as it does not include interest. Julia Hubbard, Nevada State Director for Solar United Neighbors, emphasized the impact of the overcharges, stating, “Sixty-five million dollars — that’s real money taken from Nevada families and small businesses over two decades.”

Assembly Bill 452, passed this year with strong bipartisan support, mandates that utilities refund overcharged customers with interest. Previously, NV Energy proposed refunding only six months of the overcharges. Hubbard noted, “AB 452 closed that loophole,” and suggested that unreturnable funds should be reinvested in solar programs for low- and moderate-income families to help reduce their bills and gain energy independence.

The investigation into overcharging coincides with NV Energy’s implementation of new charges approved by the PUCN, expected to increase costs for Nevadans by $20-$50. This comes despite residents already facing some of the highest electricity rates in the country. In June, the utility was also found attempting to bill ratepayers for ‘imprudent’ expenses, including limo rides and alcoholic beverages.

Hubbard highlighted a pattern of behavior, stating, “NV Energy overcharged customers for 20 years, and now it’s pushing demand charges that even the Attorney General says are unlawful. When your billing systems repeatedly fail in the utility’s favor, that’s not coincidence — it demands accountability.”

Solar United Neighbors continues to advocate for full transparency in the investigation, complete refunds with interest, and investments in programs benefiting Nevada ratepayers, particularly those already overcharged. The nonprofit organization works to represent the interests of solar owners and supporters, aiming to create a new energy system centered around rooftop solar.
