STATEMENT BY MR. JÉROME BONNAFONT
PERMANENT REPRESENTATIVE OF FRANCE TO THE UNITED NATIONS
TO THE SECURITY COUNCIL

Mr. President,
I welcome the presence of the Representative of the Central African Republic among us.
The text on which we are going to vote on shortly provides for the renewal of MINUSCA’s mandate for an additional year. This text marks an important development in the action of this Council and the international community to support the stabilization of the Central African Republic. In recent months, under the authority of the Special Representative of the Secretary-General, significant progress has been made. With this resolution, MINUSCA will be able to continue its work in priority areas. This includes organizing elections, protecting civilians, extending State authority throughout the territory, and implementing the peace process.
The Council is responding to the Central African Republic’s request to continue to support it during the crucial period ahead and thus consolidate the progress made in recent years. The challenge is to ensure the sustainable restoration of peace and security in the country. This is the prerequisite that will then allow for a gradual, orderly, and successful transfer of peacekeeping responsibilities to the national authorities and turning MINUSCA into a successful peacekeeping mission.
Throughout the process of drafting this text, France worked hard to lead inclusive negotiations and to take into account the positions of each Member State. France thanks all Council members and welcomes the excellent coordination with the Central African Republic. The constructive engagement of all in the discussions has resulted in a balanced text that is as consensual as possible. A path to peace and normalization has been opened. Let us send the Central African Republic the message of support which it needs.
