December 28 elections: These are all the main deadlines for political parties, voters inside and outside Kosovo, and observers

All preparatory electoral activities for the early elections for the Assembly of Kosovo will take place over a 37-day period.

Due to this situation, the CEC has decided that all deadlines for electoral activities will be shortened and adjusted to the number of these days.

CEC spokesperson Valmir Elezi explained that shortening deadlines for early elections is a legal right of the CEC.

“Since these are early elections and the CEC has only 37 days to organize them, the CEC has decided to change the deadlines and adapt them as necessary in accordance with the circumstances. This is a right that the CEC is given by the Law on General Elections. So, all activities must be organized within these days,” Elezi announced.

According to the CEC decision, political parties have a deadline of 7 days to declare their coalitions and notify the CEC of this (November 24 – November 30, 2025).

According to the CEC decision, political entities (political parties, coalitions, civic initiatives and independent candidates) have a 7-day deadline to apply to the CEC to be certified for participation in the December 28 elections (November 24 – November 30, 2025).

Meanwhile, the CEC has given political entities applying for certification a 2-week deadline to submit the list of candidates for MPs (November 24 – December 7, 2025).

Political entities will withdraw their numbers to be listed on the ballot after they finish submitting the list of names of candidates for deputies (December 8, 2025).

Political entities and candidates who are certified to participate in this electoral process will be able to conduct their election campaign within a period of 11 days and 7 hours (December 17 – December 28, 06:59).

All citizens with the right to vote will be able to change their Voting Center within the municipality within an 11-day period (November 26 – December 6, 2025), while they will be able to object to inaccuracies in the Voter List within a 12-day period (November 26 – December 7, 2025).

During this week, the CEC will approve the list of Voting Centers that will be opened in diplomatic missions and determine the maximum number of voters who will be able to register to vote physically at these centers (November 25 – 26, 2025).

Also this week, the 11-day period for online voter registration outside Kosovo will begin (November 26 – December 6, 2025).

Voters who choose during registration to vote at a diplomatic mission will be able to exercise their right one day before election day in Kosovo (December 27, 2025), while voters registered to vote by mail will have a 16-day deadline to send their ballot package to any of the mailboxes that the CEC opens in various countries around the world (December 12 – December 27, 2025).

The registration of voters with special needs, who will be able to vote on election day through mobile teams, will be carried out within an 11-day period (December 11 – December 21, 2025).

The CEC will indicate the number of citizens with the right to vote who will be able to vote at polling stations in Kosovo or outside Kosovo (at diplomatic missions and by mail) with the certification of the voter list (December 10, 2025).
