The Ministry of Transport also plans to stop regular passenger services to Russia and Belarus. Currently, only occasional bus services to these aggressor countries are banned for a year starting from 1 November, LSM.lv reports.

An opposition request to Transport Minister Atis Å vinks (Progressives) to suspend these services was tabled in the Saeima on Thursday, but was rejected.

Non-regular passenger transport to aggressor countries (both direct and transit) is banned as of 1 November 2025. The ban applies to all carriers, regardless of the legal personality of the carrier or the country of registration of the vehicle.

Regular international passenger coach services are currently limited to three routes to Russia and three routes to Belarus. However, the Ministry of Transport is currently drafting a Cabinet Order to restrict them by cancelling existing route permits or not extending their validity.

“The Cabinet Order will be based on security considerations and will provide for the possibility to reconsider the decision if security circumstances change, but in order to avoid causing financial losses to the state, it needs to be prepared in a legally correct manner,” Transport Minister Atis Å vinka (Progressives) stressed.

As a long-term solution, the Ministry of Transport is assessing the need to amend the regulatory framework to include safety risk assessment as a basis for limiting or suspending the issuance of permits.
