Well, you can’t walk a horse like a dog don’t you, a horse is much faster. You really have to run to keep up. I think it is safer this way and I personally don’t see anything wrong.Â

This guy wasn’t going far with this horse and NO he wasn’t walking it…the dog is following too…I would bet there are stables within minutes!!!
I owned a horse….I use to see them do this on very short trips…apart we all know if he was caught what a nice fine he would get!!!

This is in no way 3rd world this is true old style Malta in my book. He’s exercising the horse. When we lived there (2002 thru 2008) every morning at 7 am we had a man who did this and it was a pleasure to watch while having my morning coffee.

Third world is the shitty infrastructure, terrible roads, drivers’ personal traffic rules, the incompetent police, the corrupt politicians and judge system, the thousands of unfinished buildings, the ugly new block of apartments, the cables hanging above your head mixed with Range Rovers and Porsches. Not the horse.

I respectfully disagree. Malta is nothing like an legitimately poor country. Malta needs higher construction standards, better roads, more parks and better waste management, that’s all. None of those things are out of reach or even all that complicated to achieve.
