The parliamentary commission for social protection, health, and family will propose to the Legislature to consider the draft law of the mandatory health insurance funds (FAOAM) for 2026. The document provides significant increases for medical assistance and compensation of medicines, while maintaining the fixed insurance premium at 12,636 lei.
According to the draft, FAOAM revenues for 2026 are estimated at 18.83 billion lei, which is 8.3 per cent more than in 2025, and expenditures are estimated at 19.217 billion lei, 10.5 per cent more than this year.
From the basic fund of 18.66 billion lei, the largest amount—8.98 billion lei—is allocated to hospital medical assistance, with a 4.3-per cent increase compared to 2025.
Other important allocations include: 3.9 billion lei for primary medical assistance, with a 14.1-per cent increase; 1.74 billion lei for specialized outpatient medical assistance, including dental services; 2.01 billion lei for emergency pre-hospital medical services.
Expenditures for compensated medicines and medical devices will increase by 19.3 per cent, exceeding 1.43 billion lei, and 95.22 million lei will be allocated for expanding the list of compensated medicines and devices, allowing more patients access to treatment.
The development and modernization fund for public medical service providers is estimated at 340.2 million lei, out of which 240.2 million lei will be used for major repairs at the Institute of Emergency Medicine, the Cardiology Institute, the Mother and Child Institute, the Timofei Mosneaga Republican Clinical Hospital and the Oncology Institute.
For 2026, the mandatory health insurances fund will record a deficit of 385.2 million lei, which will be covered from the balance of existing financial resources.
