South Azerbaijan had an uprising in 1945 where communists did revolt the Pahlavi rule and did create an independent state for Azerbaijani people, afterwards red army came to help defend against the Persian Army
South Azerbaijan did develop vastly during this 1 year and it is described to be more in 1 year than previous 20 years combined
Universities were established, books were printed, press became free, newspapers started working in azerbaijani language after 20 years
They redistributed the land from the feudal Khan’s to the peasents
They introduced minimum wages and limits on working hours, it resulted in an improved productivity and increased real income gain for the workers
Inflation was cut down, food prices became stable and trade networks were reestablished after disruptions of ww2
Education grew rapidly in primary and secondary education, adult literacy campaigns were launched
Teacher training colleges and new textbooks were created in Azerbaijani
The women’s right grew, allowing women to vote, organize and easing public and culturally presence for women, women literacy campaigns were launched
Azerbaijani language began to be used as primary language in courts, administration, theaters and poetry
local elected councils were created and given power
Access to healthcare was expanded
Food assistance programs were launched to the poor and war affected families
According to the map it included from Sanandaj to the Qazvin and Rasht in its territory
The had also granted regional autonomy to the kurdish minority
During the same timeframe u.s aided the pahlavi army with modern american equipment such as tanks and rifles and artillery and advisors, meanwhile soviet did not aid, just send the red army to south Azerbaijan
After the u.s-soviet agreements, soviets withdrew the red army, it took no time for pahlavi army to invade the Azerbaijan Democratic Government, they slaughtered 25000 people and burned all the media that was printed in azerbaijani, most officials were publicly executed, many women were raped by Pahlavi army
Factories were looted and relocated to Tehran

The map doesn’t show what was actually part of the APG. For instance, there was the Republic of Mahabad (a Kurdish country) in Mahabad, and places like Qazvin weren’t part of it either, it only reached as far as Zanjan, if I’m not mistaken.
