Let’s clarify what happened in the last few hours with the 2026 Maneuver, because there was a lot of chaos but in the end important news arrived. In practice, the government has done a complete reverse on the issue of pensions and degree redemption. The initial idea, which emerged in a government amendment, was to tighten the screws on early exits from work. In particular, they wanted to change the rules for those who have redeemed their degree years (especially the short one). The plan provided that, starting in 2031-2032, redeemed years would be worth less for early retirement seniority purposes. There was even talk of "cuts" progressives that would have made it almost useless to have paid to redeem the years of study. In addition to this, they wanted to lengthen the so-called "movable windows"that is, the time that passes between when you meet the requirements and when you receive the first money, taking it up to six or seven months longer.
Obviously this proposal sparked an uproar. Everyone complained: unions, opposition and even parts of the majority itself (the League in particular turned up its nose). Faced with all this criticism, the government decided to let it go. A new sub-amendment has been presented which deletes the entire part relating to pensions. Therefore: No devaluation of the degree redemption. No lengthening of the windows for early retirement. In essence, for now the rules remain the ones we know and those who have already paid or were thinking of redeeming their degree will not see the cards on the table suddenly change.
Since those measures were used to save or raise cash, now that they have removed them, alternative coverage was needed. They decided to recover the funds by applying IRAP for the banks and insurance companies. In short, instead of cutting our future pensions, they have shifted the burden onto financial institutions. "PURE CUTTING-EDGE" (cit. Miranda Priestly)
Furthermore, it seems that the rule that wanted to oblige new hires to allocate their severance pay to pension funds with the silent consent mechanism has also been dropped: there too, everything has been removed.
I conclude by saying that obviously the government does not assume responsibility for any of the amendments that were presented: in fact the fault of "an overzealous technician"says Borghi, of a "Mef bureaucrat".
It’s almost there /r/ColpaDelPD
