Actually there has been a whole legal issue with this that is ongoing. It was granted permission by the municipal but this permission was not legal. So it is infact built illegally, granted illegal permission due to corruption, nepotism and know someone in the government.
Unfortunately I don’t know how this issue will be solved. I doubt they will force the owner to cut off the bit blocking the seafront.
There are indeed several complaints about this issue, but I don’t have any further information about how it’s going to be solved.

I won’t say “entire beach”, I’m pretty sure that behind you is few more kilometers of the beach. About the legality, as far as I know, the beaches are public spaces and can not be owned, so I guess no building permit for this extension and that would make it illegal. But as long as nobody will have problem with it, most likely nothing will happen. Also maybe the owner asked for some kind of special permition.

The water infiltration must be a nightmare.
It was like this before they renovate it….
