Why is it a “flip flop”, isn’t it kinda expected that people will want different parties in power from time to time, with the exception of very odd places like Japan (extreme example) and the UK (substantial preference for a single party/ideology).
Also the division is wrong because there’s a difference between ideology of the president and the government, since in presidential systems the majority/coalition doesn’t decide the head of government. You can have a very left wing/right wing president that effectively runs a centre-something government due to not having majority in the legislative houses.

Chile was governed by a center-left coalition for 20yrs spanning 4 presidents between 1990 & 2010.. Before Piñera (center-right) was elected in 2010, the right wing had not won an election since 1958.
