On your screenshot is an excavation site , dromolaxia-vyzakia excavation site. Really close. Possibly there was another ancient structure. Stairs are a really strong part of buildings and stay long after the surrounding walls collapse. Thats why they stand in the middle of nothing.

Looks like a drainage control structure to keep the road from washing out right there when there are heavy rains.
