How is a “green” city that is “not car-dependent” constantly subject to damning traffic jams every morning and evening that are so bad, the **entire city** comes to a grinding halt? This is unseen even in Istanbul and Moscow. Public transit becomes as crammed as Indian trains. It is a joke how a city of 5 million people (let’s be honest, almost all Azerbaijanis live on Absheron peninsula) has such bad infrastructure.
