Croatia has risen to 7th place among the world’s most powerful passports, according to the latest December update of the Henley Passport Index, confirming a strong finish to the 2025 rankings and highlighting Europe’s continued dominance in global mobility.
The Henley Passport Index, widely regarded as the global benchmark for measuring passport strength, ranks countries based solely on freedom of movement—the number of destinations passport holders can enter visa-free or with a visa on arrival. The index does not consider factors such as income levels or quality of life, focusing instead on how connected and trusted a country is internationally. The rankings are based on data from the International Air Transport Association (IATA) and are independently verified and updated quarterly by Henley & Partners.
With 184 destinations, Croatia now shares 7th place with Australia, the Czech Republic, Estonia, the United Kingdom and the United Arab Emirates. Canada follows closely behind, while the United States ranks 11th with access to 180 destinations. At the very top of the list remains Singapore, whose passport offers visa-free access to 193 destinations, followed by South Korea and Japan.
The latest update underlines a strong European and Asian presence at the top of the index. Among Croatia’s neighbours, Slovenia and Hungary rank even higher in 6th place, while Serbia is positioned 35th. Montenegro and Bosnia and Herzegovina rank 41st and 45th respectively. At the bottom of the index remain Yemen, Iraq, Syria and Afghanistan.
According to Henley & Partners, governments, diplomats, tourism bodies and analysts regularly use the index to track international relations, travel agreements and global mobility trends, making Croatia’s continued rise a notable indicator of its growing global connectivity and international trust.
