Honest to God, this feels like the kind of thing that should require some public commentary period, and specific appropriation, and congressional approval. Otherwise what’s to stop any future administrations from moving it around willy-nilly?
Like, one administration should not be able to change this much about the federal government, even the executive branch, without congressional oversight. And yes, I understand the Congress is a rubber stamp for now, but at least it would lend a whiff of public interest legitimacy.

Absolutely brain dead move. The cost of refurbishing enough space in the Reagan building just for the SCIFs alone is going to be astronomical and take forever. If they really wanted a cost saving option, even if it meant fucking over employees with relocations, just building a new HQ at quantico would have been the cheapest option.
