It always starts with animals, then they move to bigger prey, this needed a much larger sentence to keep potential victims safe (I know we can’t arrest for crimes not committed already, but you know what I mean)

Incidents like this are why I’d be in favour of sentences specifically for ‘escalatory crimes’. We should treat crimes such as these against animals, sexual assaults on strangers etc. as warning signs of a serial killer in the making and impose immediate custodial sentences and long-term monitoring, accepting that full rehabilitation is unlikely.
