There is a reason Appalachia has no major cities within its limits and that reason is there are too many steep mountains and windy, unnavigable rivers.
The major city closest to Appalachia is Pittsburgh. It was built at the confluence of three major, navigable rivers. It also has hundreds of steep, hilly streets.
There is little chance of someone overcoming Appalachia’s geography. The cost is far too high.

Then before you know it using the sidewalks will have a monthly service fee. All of it going to the oligarch.
