Yes. It will just keep getting worse. Cleaning up your own toxic waste is not profitable. Many, many examples of this can be found without going into space.
I mean, sooner or letter we’ll have a Kessler event (whether [intentional](https://www.pbs.org/newshour/world/intelligence-agencies-suspect-russia-is-developing-anti-satellite-weapon-to-target-starlink-service) or not), and the skies will be *much* clearer a few centuries later.
