It comes in various variants, but the general idea is that due to renovation or other difficulties, the left lane has been narrowed to 2-2.3 m. Most often, it appears with additional speed limit signs, yellow horizontal lines, guardrails, information boards, etc. It can be found on parts of highways and expressways, but quite recently it appeared on a part of a city road that I use quite often.
What’s the problem OP? Well, Polish drivers practice the cult of the left lane ("the left lane is not a rosary circle hehe"), and this sign immediately verifies their skills. Let’s take this situation: renovation on a highway, this sign was put up and the speed limit was 70 km/h because it was narrow. There is a lot of traffic, but everyone drives relatively smoothly, even the right lane moves at 80-90 km/h. Now a driving master is coming, preferably in an SUV, who won’t drive in the right lane with losers, he has to drive in the left lane or he’ll suffocate. But the left one is very narrow, there are barriers right next to the left edge and one small mistake, a slip of the steering wheel or a momentary distraction and it’s game over. But again – speed calls and you must not slow down, because it will damage your honor, you also cannot move into the comfortable and wide right lane, oh no, it is the worst sin. What does a delinquent do who has to f**k like patryk peretti where there is no place for it? Well, he will drive in the middle, preferably along the line separating both lanes, then he can be sure that he will neither hit the barriers nor – most importantly – no one will overtake him. Then 2 lanes become 1 and there is no profit.
Let’s summarize: the left lane is not a rosary -> I don’t have the skills to keep the car in the lane -> I’ll block two lanes just in case because I’m an idiot and I don’t know how to drive.

Polacy NIENAWIDZĄ jak ktoś jest od nich mądrzejszy lub daje dobre rady. Całkowicie Polakom nie mieści się w głowach jak ktoś dodatkowo jest od nich młodszy i mądrzejszy.
Panie, prawym pasem tylko dziadek, wiadomo.
To dotyczy wyłącznie mężczyzn i jest naturalnym zachowaniem pokazującym kto jest przewodnikiem stada.
Na takich zwężeniach powinien być odcinkowy pomiar prędkości.
Weź pod uwagę że w Polsce słabo jest z jazdą na suwak i zmianą pasa gdy ruch się zagęszcza. Kogo złapało na prawym pasie to często tam utknął.
Nie spotkałem się z takim zachowaniem, żeby ktoś jechał środkiem 2 pasów jak jest takie zwężenie ale biorąc pod uwagę ułańską fantazję współużytkowników dróg, jestem w stanie w to uwierzyć.
