What’s difficult? MoFA has three typical responses to international crises:
深く憂慮しており (concern); 大変遺憾です (regret), and 強く非難する (condemnation)
The last is typically used only for enemies of the USA. When the USA is doing its usual heavy-handed militarism it will be ‘concern’, but in cases like this when they do something truly breaching all international norms, it will rise to ‘regret’. Of course they will add a caveat like “but we understand the necessity” just to make sure they don’t get a slap on the nose.
She has no experience so it’s best to wait for the response of G7 nations.
