This has more to do with the mentality of the people who park the scooters in this way, than the scooters themselves. The scooters don’t drive and park themselves.

I have used these kind of scooters in another european capital and you could only get off and stop the charging at specific locations which had recharging stations and parking for those scooters.
The locations were everywhere though every km or so.
You also had the option to pause the charging for 30 min so you could park and get in a shop for example.
But as usual thats too much to ask from a municipality in this crazy train of a country!

Why not to track the last brainless ignorant user of the scooter via the app. And simply charge them. Nothing talks louder to ignorance than the money vanishing from the pocket. Case closed.
