It’s actually be really illuminating to see which Western countries have regions below 0.9 – a cursory glance at Western Europe, France, Spain and Italy have a few regions between 8.5 and 9.0, whereas the UK and Germany have no regions below 9.0 (and Germany has none below 0.93). The US also, rather interestingly, has a number of states below 0.9.

Russia has subregions above 0.9 like Moscow, St Petersburg, some oil and gas producing areas, etc.

Looks like the map here broke down Russian subregions into federal districts instead, which aren’t actual subregions, therefore meaningless.
