As someone who is familiar with the situation in Venezuela, I will say it is going to take quite a few years for them to fix up the oil industry to return to production levels that could threaten Canada.
Most people who worked in the industry were exiled from the country in the late 2000s, with most of them ironically heading to Alberta where their skillsets were immediately recognized. Since then, the Venezuelan oil industry has been running on fumes and fallen into disrepair. It was the first industry badly hit by the Chavistas and the industry with the longest period of institutional malaise and mismanagement afflicting it.
