      They won’t care. They won’t care until Europe makes them have to. And there’s no signs of that happening. What are we going to do, a bunch of fragmented foreign policies pushing and pulling in different directions, dependent on sometimes wildly different domestic politics. How do you make that coherent? Because without coherence and some broad consensus, we can’t do shit
