One ‘officer’ asks her to move. She starts turning her vehicle around using a standard 3 point turn.
During this another pair of thugs in an unmarked vehicle pull up, do not announce their credentials and tried to break into the women’s vehicle. The women appears to try and get away from this hijacking attempt.
The 1st office now generously described as being front of the vehicle (personally looks to more to the side) takes action.
You can see the wheels are angle to the right meaning she would have been stirring away from the man. You can also see a brief hesitation during this last turn as she pulls forward, perhaps recognizing someone is near the front of the vehicle(one angle has a brief flash what appears to be tap of the break lights but others not so much).
Regardless he fears for his life and murders the women, someone that he should assume is only trying to follow his original instruction.
There isn’t a law enforcement or military chain of command that could justify those actions with this video. This is a deranged psychopath looking for an excuse to shoot someone
