It’s kinda hard to put succinctly just how wildly illegal this was, and how the state police should already be rounding up ICE agents at their hotels and arresting the agents on the scene as accomplices until the shooter is surrendered.
You can clearly see the woman giving the ICE vehicles right of way, waving them around and right before she is murdered, another ICE SUV drives by without issue. Only the second truck, with more masked men in it, stops for no reason and an alleged “officer” makes an attempt to illegally enter her vehicle. ICE does not have the jurisdiction to make traffic stops, and the woman is clearly not preventing them from leaving.
The shooter, who was behind her vehicle when the illegal stop starts, runs around front, having placed himself into avoidable danger, then shoots the woman as she attempts to leave. Kirby vs. Duva (2008) upheld that a law enforcement officer cannot place themselves into avoidable danger, then use that danger to justify lethal force in self defense. Of course, we can assume he was a law enforcement officer, but there’s no proof of that. ICE may well be using civilian security contractors to get around hiring requirements.
Then, after all that, the shooter fled the scene before local law enforcement arrived and the remaining agents tampered with the crime scene, and prevented the woman from receiving medical attention.

A lot of witnesses are saying that a doctor on the scene was blocked by ICE from providing immediate care. That physician needs to come forward immediately and tell his or her story. I know there was nothing that could have been done because she was shot in the head, but this is such a critical part of the narrative that cannot be disputed.
