Neighbor carpenter

Hello everyone, does anyone happen to know how to get rid of air pollution caused by a neighbor’s carpenter who picks up all the waste he can?! Come on, why can’t you go outside, but why does the stench enter the house?! He was inspected twice by the eco police and of course he didn’t receive any fines! I talked to him a couple of times, but it’s not worth it! Is there an institution bigger than the Eco Police that I can contact? Thank you
