If the vessel is registered as a Russian then it would be “piracy” if ship was transporting oil between Russian ports (e.g. Novorossiysk to Kalingrad). But a registered (aka “flagged”) Russian vessel would be subject to sanctions on international oil biz. So Russia attempts to get around this by using ships flagged in other countries (Panama, Palau…) but then when a “shadow fleet vessel” gets stopped they try to claim that this is a Russian vessel (“we mailed the registration paperwork with a check last week”) to claim that seizing it is a violation of international law.
