Yes, quite normal these days, and yes it’s safe. They can’t use the information to do anything nasty.

It’s common. And tax records are also public in Finland, if I know someone’s name I can just call the tax office and they will tell me their tax records.

They can ask that when it’s state subsidized housing, the criteria for getting an apartment is stricter with these. So they need to check you’re under the income limit etc.
