The year 2025 represents one of the most intense and successful years for the Montenegrin transport sector in the last decade. Thanks to a clear vision, strong investment in infrastructure and partnership with international institutions, Montenegro has achieved record results in all forms of transport.
Special success was achieved in air transport, where the fastest growth in history was recorded. For the first time, Montenegrin airports served more than three million passengers, confirming a strategic shift towards strengthening international connectivity and creating conditions for faster economic development. This year, we also contracted the largest number of airlines for 2026, in which Montenegro will for the first time receive a direct connection to London Heathrow Airport, one of the largest global aviation hubs. Cooperation with British Airways represents an important step forward in positioning Montenegro on the European map of destinations, while the signed Memorandum with Wizz Air confirms the long-term growth strategy and stable presence of one of the largest low-cost airlines in Europe. The planned opening of their base in Podgorica in March 2026, with the stationing of two Airbus A321neo aircraft and over 20 routes, brings additional capacity of about one million seats per year and significantly strengthens Podgorica as a growing regional hub.
National airline Air Montenegro achieved its best results since its establishment. The company was taken over in July last year with a deficit of 4,5 million euros, after successfully ending the previous year in the black, this year after ten months it has recorded more than 3 million euros of accumulated profit.
Air Montenegro is operating stably today, with passenger growth and optimized operations. By the end of the year, the company is expected to reach half a million passengers, and it has already been transported over 460 thousand5.200 flights have been performed, and the annual cabin occupancy rate will exceed 100,000 for the first time. 70 percent, with record months like March (80%) and October (85%).
Numerous roads have been modernized
In parallel, the Ministry of Transport has carried out works on over a hundred kilometers of roads across the country. The rehabilitation of the most critical landslides has been completed, among which the “Provalija” on the Šavnik – Žabljak road stands out, while the works on Sokolovi are nearing completion, thus solving a decades-old problem. Numerous regional roads have been modernized, including the Lepenac – Ribarevina – Berane section, and a completely new 23-kilometer Cetinje – Čevo road has been completed. A historic step forward was also achieved in cooperation with the European Bank for Reconstruction and Development, when in July grant and loan agreements were signed for the continuation of the construction of the highway, the most valuable infrastructure support of the European Union to date. This ensured the continuation of the modernization of key transport routes and confirmed Montenegro’s commitment to responsible governance and European standards.

Road infrastructure: record interventions and permanent solutions
Road infrastructure was at the center of the Ministry of Transport’s activities in 2025. Projects were implemented that brought visible improvements in safety, flow and mobility. In the past year, four large landslides were repaired, with a particularly challenging intervention at the Sokolovina location, which represents one of the most dangerous points on the regional road network. The repairs of the Dobrakovo, Provalija and Polica landslides were completed, significantly reducing the risk of traffic disruption and improving the long-term safety of citizens. In addition, the construction of a completely new road was completed Cetinje – Cevo, which shortened travel times, relieved the burden on the Cetinje city center and opened new development opportunities for local communities. The Vrulja – Mijakovići road, which represents an important connection for the residents of the Pljevlja region, was also opened to traffic. The reconstruction of the Berane – Ribarevina – Lepenac main road was the largest project of its kind in 2025, further improving the accessibility of the north.
Works were also completed on the Nikšić – Kuside and Mateševo – Andrijevica sections via Trešnjevik, ensuring greater safety and flow on roads that are of exceptional importance for connecting the central and northern regions. During 2025, more than 75 million euros of investment in road infrastructure. Numerous construction sites have been opened across the country – from the reconstruction of Vojisavljevića Street in Podgorica, to works on the Đurđevića Tara Bridge, to the investment resurfacing of tens of kilometers of state roads. Eight major projects worth over 100 million euros are active, while contracts have been signed for four more new sections. Projects such as the western bypass around Podgorica and the reconstruction of the Donji Ulici – Rijeka Crnojevića road, as well as the project to build a bridge at the Šćepan Polje border crossing, are also in the evaluation phase. The modernization of highways and expressways has gained strong momentum – technical documentation for 582 kilometers of new corridors has been prepared, and conceptual designs for the entire Bar – Boljare highway route are nearing completion. In parallel, the Ministry is implementing numerous measures to improve safety, among which the projects “Safe School Zones” and the repair of black spots stand out, which directly protect the most sensitive category of road users.

Directorate for Road Transport: Reforms, digitalization and European standards
The Directorate of Road Transport and Motor Vehicles of the Ministry of Transport achieved the most comprehensive reform progress in the last ten years in 2025. Despite the increase in workload, even 2.300 administrative procedures, with shortening deadlines, reducing bureaucratic barriers and strengthening professional control. The Directorate has maintained a high level of efficiency, while modernizing key processes in the road transport sector. A completely new Law on working hours of mobile workers and tachographs, fully aligned with European Union standards, as well as the accompanying regulations that enable its full implementation. A draft Law on Vehicle Homologation has also been prepared, which represents an important step forward in improving the safety and technical reliability of vehicles. The Directorate has also drafted amendments to the Regulation on the conditions that vehicles in traffic must meet, thus fulfilling the requirements of the negotiating Chapter 14. In parallel, draft laws on amendments to the Law on Road Transport and the Law on Transport Contracts have been prepared, which improve passenger rights, increase the professionalization of the sector and introduce a system of precise obligations of carriers towards users. In the field of inspection supervision, 12.220 controls were carried out, with over a thousand misdemeanor orders issued. Special attention was paid to the protection of legal carriers during the tourist season. Digitalization is one of the key steps forward, and the unification of licenses, timetables, homologation, cards and administrative procedures into a single information system has begun. Equipment for issuing professional driver’s licenses has been purchased, which further relieves the economy and speeds up administration.
In 2025, we also organized the largest regional meeting in the field of road transport, with the participation of the Western Balkan countries, dedicated to market liberalization, reducing administrative barriers and strengthening the competitiveness of carriers. Montenegro was thus confirmed as a constructive regional partner and leader in integration in the mobility sector.
Railways, EU integration and modern management systems
In 2025, the Ministry of Transport made significant progress in improving rail transport services and fulfilling obligations from the European agenda. An international tender for the procurement of new trains has been launched, and a tender for the reconstruction of the railway infrastructure is expected to be announced next year. Record financial support was provided to railway companies for 2026, creating conditions for a stable improvement in capacity and quality of services. Montenegro has made visible progress in Chapters 14 and 21, as confirmed in the European Commission Report. In road transport, work continued on the implementation of European standards, especially in the areas of digital tachographs, working hours and social legislation. In the railway sector, safety and regulatory capacities are being strengthened, as well as compliance with European interoperability rules and network security standards. Special focus was placed on improving passenger rights. Laws have been prepared that increase accessibility, information and protection of users of all modes of transport, which is one of the key European obligations. In the field of air transport, work has been intensified on the integration of Montenegro into the single European airspace, while strengthening regulations, supervision and safety protocols. Preparations are even underway 33 laws and by-laws, of which 90% has already been sent to the European Commission. This reform momentum is greater than in the previous four years combined, thus clearly demonstrating Montenegro’s commitment to closing Chapter 14 and modernizing the transport system according to the European model.
The Ministry of Transport continues to build the foundations of a modern mobile society, investing in infrastructure, strengthening safety and improving service standards. Through dedicated work, a partnership approach and strategic investments, Montenegro is entering a new phase of development: more stable, better connected and efficiently integrated into the European transport network.
Directorate for International Cooperation and Capital Projects
The Directorate for International Cooperation and Capital Projects made significant progress in 2025 in strengthening institutional capacities, improving legislation and preparing priority infrastructure projects. An IPA 2021 project worth 3,23 million euros was launched, aimed at harmonizing regulations with EU standards, developing human resources and improving traffic safety, including the development of a National Framework for Alternative Fuels and technical documentation for “hotspots”. With the completion of the IPA project worth 1,98 million euros, main designs for 37 km of the Bar – Vrbnica railway and safety studies for 11 of the most critical road locations were prepared. The Directorate is actively involved in the international projects LAERTES, DANOVA NEXT, NAPCORE X and eFTI4LIVE, which contribute to digitalization, intermodality and greater accessibility of transport.
