Rutte cited NATO’s progress toward meeting the 2% spending target and recent agreements on higher defence investment levels. He also pointed to increased alliance attention on the Arctic and Greenland, highlighting expanded cooperation, new military capabilities and rising defence investments by member states. Rutte said those steps are part of NATO’s broader effort to address security challenges posed by Russia, China and other potential adversaries.
