Based on a document obtained by the HVG, already in January 2013, i.e. twelve years before the arrest of Péter Pál Juhász, the director’s worrisome behavior with underage girls was known at the ministerial level.

According to the document, the Ministry of Human Resources requested the information and also received a detailed response from the Budapest Child Protection Service, in which they reported a “presence exceeding care” with three minors.

The signatories of the letter – including László Molnár, the director of the specialized service at the time – also named specific names and pointed out that Juhász contacted the children in violation of the ethical standards of social work, leaving out the guardians and institutions. “The colleague intervened without contacting or notifying the persons responsible for the children, disregarding the obligation to cooperate in the Child Protection Act – prescribed even for private individuals,” the letter states.

The seriousness of the document is also indicated by the fact that it was signed by the three highest-ranking managers, which, according to experts, is an unusual procedure. The ministry was also given the complete documents of the three minors, so they had complete information.

According to our source close to the prosecutor’s office, this information sent to the ministry was found in the child protection file of each named minor. “It was necessary for the image to stand together in relation to Juhás,” he said. According to him, from then on there can be no question that the director of the Szőlő Street Correctional Institution’s dubious affairs with children the superior body was aware of.

An important circumstance is that Emmi requested the information, i.e. it is not a spontaneous signal, but a response to a specific ministerial request. This was initiated by the State Secretariat for Social Affairs of the ministry then headed by Zoltán Balog, whose head was Miklós Soltész – he is still in a government position today. At the time of the answer, Attila Fülöp was the deputy state secretary, who is now the state secretary responsible for care policy at the Ministry of the Interior.

Fülöp is also a Fidesz member of parliament, also in the 2026 election he will be the candidate of the ruling party the 4th no. in a constituency.

Although the ministry received information about Juhász’s behavior in 2013, he was still left in charge of the Szőlő Street Correctional Institution. According to the article, the question is why no action, investigation, or other official action was taken. Today’s response from the Ministry of the Interior – according to which “the Central Investigative General Prosecutor’s Office can provide information about the ongoing criminal case” – does not reflect at all what happened in 2013.

The article raises a serious moral and political question: how could a person whose problematic behavior, documented by child protection specialists, was known to the ministry, remain in his position? The weight of the story is increased by the fact that one of the minors in the document later became Juhász’s partner, with whom they forced young girls into forced labor and was arrested for human trafficking. According to some of the victims, Juhász also sexually abused them, which is supported by witness statements.

There are currently nine suspects in the Szőlő Street case, six of whom are under arrest, and the others are under criminal supervision. The seriousness of the case goes beyond individual responsibility: state negligence and a politically protected position of power may also have contributed to the fact that Juhász was able to continue his activities in child protection for years.
