The FY2026 budget proposal, approved by the Cabinet on December 26, 2025, raises three major foreign-related fees and charges, in line with other countries' standards, to secure funding for policies and other measures related to foreigners. In light of the recent rise in social issues surrounding foreigners, such as overtourism and security concerns caused by illegal immigrants, the fee hikes will secure funding to enhance measures to address these issues.
The international tourist tax rate per departure will be increased from 1,000 yen to 3,000 yen. This will strengthen measures to combat overtourism and congestion at airports. Furthermore, to fund the protection of Japanese nationals, the passport fee for Japanese nationals will be significantly reduced from 16,000 yen to 9,000 yen, reducing the burden of passport issuance.
Visa fees for foreigners required to stay in Japan will be increased from 3,000 yen to 15,000 yen for first-entry visas, enhancing consular activities at overseas diplomatic missions and strengthening the diplomatic implementation system.
The fee for foreigners changing or renewing their residency in Japan will be raised from 6,000 yen to 40,000 yen. This will enable proper immigration management and strengthened measures against illegal immigrants.
In the FY2026 budget, the budget for foreigner measures has been significantly increased by 132 billion yen compared to FY2015, thanks to a series of funding measures secured, making clear the government and ruling parties' intention to strengthen measures against foreigners.

That’s a lot of money to spent on parties, sorry, meetings to deal with foreigners.
Still nothing about spouses. Surely she has a plan to avoid lawsuits from Japanese married to foreigners should the visa issues cause divorce or spouses having to leave because of this.
So glad I got PR before this change. Working my job supporting my family, that 40k would’ve really hurt. Hope they understand that they’re also hurting Japanese people who’re dependants of foreigners.

40k is insane.
It says it depends on period of stay but that’s lacking a lot of information. Does it mean length of visa, or length one has been in Japan? Does it go up or down with longer time? What does the scale look like?
I wonder if they’ll also increase the number of one year visas they give out to force people to pay that annually…
Does the 40K apply to reissuing the PR card as well or to statuses that need “renewal” like a 1/3/5Y visa?
If yes, then now is the time to “lose” the card to get another 7 years out of it?…
How increasing visa renewal prices will help with illegal immigrants issues ?
And how will it enbale proper immigration management ?
I really fucking hate the argument “we increase price to match other countries”, for fuck sake then pay other countries salaries. Even professionals that come with specialized skills or years of experience takes a cut in salary to live in Japan, now it is even worse with weak yen, making travels abroad more harder compared to living and getting salary abroad.
Seriously, this c**ts riding a horse thinking that Japan is some paradise to come to work, while Japan is failing and losing any appeal to be a country of immigration, amid need of more foreign workforce.
Ok, so it’ll go from 6 to 40k for a residence card renewal. This means we’ll be seeing more 5 year visas and possibly 8 and 10 year visas too right? Also this extra money will go into getting more staff and more offices for processes? And a far more quicker processing time right?

Cool. I love this when we’re paying the same taxes and getting paid the same salaries. And also does absolutely nothing against tourists or illegal immigrants, who aren’t affected by these changes. Genius.
