The Macau Delegation of the Portugal-China Chamber of Commerce and Industry (CCILC Macau) and the Changsha Federation of Industry and Commerce signed a Strategic Cooperation Memorandum of Understanding (MoU) on Friday, establishing a formal framework for collaboration between Portuguese, Macau, and Hunan-based enterprises.

The agreement covers key sectors such as advanced manufacturing, green energy, agro-industry, and technology, and aims to facilitate joint ventures, investment, and knowledge exchange, leveraging Macau’s role as a platform between China and Portuguese-speaking countries (PSCs).

he MoU was signed during a four-day business and cultural exchange in Changsha, the capital of Hunan Province, which included meetings with members of the Changsha Municipal Chinese People’s Political Consultative Conference (CPPCC), the Hunan Provincial CPPCC, and the Macau Changsha Chamber of Commerce. The delegation also held discussions with Hunan industrial leaders, including Sansure Biotech Inc. and Zoomlion Heavy Industry Science & Technology Co., Ltd.

CCILC Macau President Carlos Cid Álvares, who also serves as CEO of Banco Nacional Ultramarino (BNU), said the delegation had been “profoundly impressed by Changsha’s vibrancy and the remarkable synergy between Hunan’s rapid technological advancement and its deep cultural heritage.” He praised the professionalism and vision of their hosts, describing the visit as exceptionally well organised.

On the significance of the new MoU, Álvares emphasised that the agreement sets out “a structured pathway for partnership.” He noted that it opens opportunities for Portuguese companies to access China’s vast market, while Chinese enterprises can expand into Portugal, the European Union, and more than 300 million consumers across Portuguese-speaking countries. According to Álvares, the deal represents a step towards turning dialogue into concrete results and shared prosperity for both sides.

The delegation’s itinerary blended economic diplomacy with cultural immersion, including visits to the historic Yuelu Academy, Orange Isle, and the Lei Feng Museum, as well as Shaoshan, where they toured the Chairman Mao bronze statue, former residence, and Memorial Museum. The visit concluded with local culinary experiences and a dinner.
