I hope it does not come from the central heating because in that case, it means that it is dumping energy outside. I think it is the sun evaporating the topmost layer after shining for a few hours. I have seen something similar happen.

What we see here:
Many modern or renovated apartments in the affected cities, including Kyiv, use autonomous heating boilers. When power is restored after an attack, hundreds of these boilers start up at the same time, venting warm exhaust gases through small pipes through the facade to the outside. At temperatures of around -16°C to -20°C, this vapor immediately condenses into the thick white smoke plumes visible.
Sublimation and rapid evaporation: During long-term power and heating interruptions, buildings cool down deeply, allowing ice and frost to form on and within the facade. As internal heating finally resumes, this moisture quickly evaporates from the external surfaces, creating a widespread “smoking” effect across the entire building.
New emergency systems: In response to the large-scale damage to central heating infrastructure, mobile or temporary modular heating systems are often deployed. These emergency solutions sometimes have multiple temporary discharge points along the outside of the building, which enhances the image of widespread steam.
