The Regulatory Authority of Electronic and Postal Communications (ARKEP), based on consumer complaints addressed to the Department for Consumer Protection and Inspection regarding the application of the additional fee by the postal operator ‘Delex Sh.pk’, for express postal services of deliveries reached by AliExpress, announces that in accordance with the authorizations it has, it has immediately reacted by treating the issue with high priority, carrying out an immediate inspection at the operator, in which case it has undertaken all measures to stop unnecessary charging to consumers in accordance with the legislation in force..

We remind you that postal service providers operating under the conditions of the ‘General Authorization’ notified/authorized by ARKEP, are obliged to respect all legal obligations arising from Law No. 06/L-038 for Postal Services and regulations in force.

ARKEP invites all postal operators notified/authorized by the Authority to provide postal services in accordance with the regulations in force and to prevent any action that contradicts the laws and regulations for postal services.

ARKEP informs all consumers that the complaints received from the application of the additional fee for postal services will be examined and will be decided in a meritorious manner for each one individually.

ARKEP, as a regulatory body in the field of electronic communications and postal services, is committed to undertake all necessary actions through continuous inspections for the effective regulation and supervision of the postal services market in the Republic of Kosovo.
